Doesn't seem to be a Celal Kandemiroglu drawing to me. It's pretty much different. It's actually one of the few Turrican cover arts not made by him, and it's also a fantastic and unique illustration in its own, aside from just reusing Celal's Turrican II cover like all the Super Turrican games merely did.
